There is periodic auditing, monitoring and oversight of compliance with those laws
There exists an atmosphere that encourages and enables the reporting of non-compliance without fear of retribution
Responsibility is not delegated to persons with a propensity to act in a non-compliant manner
Mechanisms exist to investigate, discipline and correct non-compliance.
